Re: Zoning Docket 090/20 replacing the former Zoning Docket 069/20 that was DENIED by the City Planning Commission on September 8, 2020 zoning request change from a commercial to a mixed-use development, because it is inconsistent with the Master Plan and does NOT promote the public health, safety and welfare of the City as expressed in the Master Plan.

Hope this email finds everyone safe and healthy during this pandemic.

This email is circulating for your knowledge and requested participation regarding the low-income senior housing project being propose by Troy Duhon of Toyota of New Orleans, Prestige Realty and Giving Hope.  Zoning Docket 090/20 is a City Council Motion M-2-304 requested by Cyndi Nguyen for a Planned Development @ 13350 I-10 East Service Road replacing the former Zoning Docket 069/20 that was DENIED by the City Planning Commission on September 8, 2020 zoning request change from a commercial to a mixed-use development, because it is inconsistent with the Master Plan and does NOT promote the public health, safety and welfare of the City as expressed in the Master Plan.  After docket DENIAL and overwhelming neighborhood participation in OPPOSITION to the zoning request change and proposed development, it was then withdrawn by the applicant and replaced by a Planned Development through a City Council Motion M-2-304.  This matter will be considered @ the City Planning Commission Hearing coming up on Tuesday, October 27, 2020 @ 1:30PM via teleconference where e-comments cards are encouraged by the public in OPPOSITION to the Planned Development.  (Please see attachment.)

  1. The public notice of said project was advertised in The Advocate circular on October 14 – 16, 2020.  (Please see attachment).  Giving Hope Properties 1 LLC is a newly formed LLC (on 08-21-2020) requested by Gulf Coast Housing Partnership for reserve usage of LLC.  The point of contact on this LLC is Benjamin A. Guider III, Director @ Coats Rose specializing in affordable housing and low-income housing tax credit.  Giving Hope Properties 2 LLC is also a newly formed LLC (on 10-08-20) requested by Gulf Coast Housing Partnership for reserve usage of LLC.  The point of contact on this LLC is Jenga Mwendo, Project Analyst @ Gulf Coast Housing Partnership.  GCHP specializes in partnering an alliance with housing developers and various other organizations.  Please note the developer’s estimated debt of the project is only $900,000 for 45 1-bedroom home (equating to $20,000/per home).  The developer is seeking to $8,760,000 in Low Income Housing Tax Credits and forgivable loans.  In Orleans Parish, 30% – 80% AMI equates to $14,150 – $37,750 HUD income limit.  30% – 50% AMI is classified as Extremely Low Income.  50% – 80% is classified as Very Low Income.  (Please see attachment.)

Please simply state your name, address and your OPPOSITION to Zoning Docket 090/20 will suffice in the email.  Additionally, residents should still participate via teleconference on October 27, 2020 @ 1:30PM and submit a comment card in OPPOSITION to the low-income senior housing project.  Further email notice reminder will be forthcoming as the hearing date approaches.

It should be duly noted and encouraged for All to thoroughly conduct a public research of the Board Officers of Gulf Coast Housing Partnership (GCHP) http://www.gchp.net/about/boardand the East New Orleans Business Development District (ENO BDD).  https://www.eastnolabdd.com/board-of-directors.  ENO BDD is one of 11 stakeholders of the newly formed Unified District E Development Committee through policy, land use and zoning policy changes.  Please see attachment (pages 15 – 23).

Previously on December 9, 2019, there was a Neighborhood Participation Program (NPP) community meeting @ the library on the LDG-GCHP Mixed-Use Development Zoning Request change to allow a mixed-use development on 19 acres of land located @ 12055 and 11853 Chef Menteur Hwy.  The current zoning for these parcel land is Business Industrial Park (BIP).  Again, there was overwhelming community opposition to the proposed zoning change and housing development.  LDG Development is the #1 affordable housing developers in the nation partnering with GCHP.  https://www.ldgdevelopment.com/
